In essence, Borat's objective was and still is to make the middle-class laugh at the working class, and thereby revel in a feeling of intellectual superiority (that it -by definition- actually lacks). Occasionally does it dare to attack the powerful, but it only manages to exemplify the magnanimity of character of the offended people.
In short, the nadir of comedy, entertainment and culture.
