Definitely very dated, but bloody brutal. Although yes, its an exploitation, but you can empathise with both Roddy McDowell's character and Mr Norris as they try to combat the sadistic children they are trying to teach.
The most memorable scene being when one of the punks is killed by Norris in the Tech room - having his arm sliced off on the circular saw and then being thrown ontop of it! Great fun.
