The best straightforward action flick Norris ever made. Andrew Davis specialized in this type of Chicago cop/crime action film, and this fits nicely with "Above the Law" (a great film if only Seagal wasn't in it) and "The Fugitive". Norris's understated screen persona works well in the maverick cop genre. It's always a pleasure to see Henry Silva.
