It seems like if they were so afraid of the potential rising of the apes, they wouldn't keep them all together and train them. The idea of the city as well as integrating Caesar into it was a little too far fetched to be believable.
The effects are just plain terrible and ruin all legitimacy as just people running around in Halloween masks don't cut it for this type of story. The story is unique and are the actions that are spoken of from previous films, but it is a poor attempt to translate those stories on screen and serve as a pure let down for the franchise.
