The dwarf inhabitants of an institution rebel against their keepers. Werner Herzog's taste for the bizarre and the boarderline shocking comes alive in this work of his. Here, however, the visal metaphors of anarchy do not find a suitably powerful screenplay or storyline to make the film totally effective.
