For the first 3/4, this is Miike doing a solid riff on AFTER HOURS and TWIN PEAKS. Then in the last 20 minutes, it becomes easily one of the most perverse and disgusting and inexplicable movies I've ever seen.
Whatever the hell it is, I think I really liked it!
