It's definitely better than Fallen Kingdom, but the bar was so low it didn't have to be that good to do that. The biggest problem is that you have two casts of two generations of movies and they don't interact until the end.
Viewers will know that they aren't in real danger until they come together so there is no tension until the third act, and even then viewers know character deaths are unlikely.
