It's definitely trying something semi-new here by completely getting rid of the park and the island, but there a plenty of the same beats from the Lost World that keep it from being wholly original. It attempts to be a bite tense and frightening than the ones before it, and it works to a degree, especially considering most of the "big moments" take place in confined spaces.
It's obvious from the ending- and the money this film has made already- that the franchise isn't going extinct anytime soon, and it's going to be interesting to see how they pull off the next one. Overall it's enjoyable, it has some moments that make it better than the last one, but it doesn't even begin the reach the heights of the original Jurassic Park and your appreciation for this film may depend on how well you received Jurassic World and if you enjoy this new path their taking these films going forward.
