I'm not sure it's fair to give Man with a Movie Camera a star rating: It can't really be compared to any other film, so a relative rating is somewhat futile. The movie is a series of shots across urban areas of the Soviet Union in the 1920s.
It is fascinating for that. But it is also inventive in its special effects, showing the possibilities of film as an art form. The shots are rapid, giving it a modern feel (think of how movies made for decades after this would have long, static establishing shots).
The movie can be jarring at times as editing suggests continuity, although there is no continuity (or story, or characters, or intertitles). The short(ish) movie does have momentum and a loose structure, however.
(One YouTube commenter put it best, "This is similar to the Ring video, but in 7 days you embrace communism.").
