This may well be another derivation of the usual beginnings of a biological outbreak of sorts. Using that as an excuse for people to go about like literal insane criminals and offenders was clever. It is also more of an unthinking, funny, gore movie but the witty insertion of the metaphor of people of power being shielded and using "lesser" individuals as pawns to do their bidding was sounded loud and clear.
