Painfully stupid but what else do you expect from Trey Parker and Matt Stone? Dave the Lighting Guy's lines are super funny and the fact that Ron Jeremy is in this is just plain awesome. The NC-17 is totally unwarranted though and the film is pretty tame given it's subject matter.
The MPAA gave it an NC-17 on the sole purpose that it's an independent film, which is bullshit.
