I Don't see how they could have fallen so far so fast. The CGI, camera work, acting, and story telling all fell flat on its face. The CGI looks like it was done five years before Spider Man, not two years after.
I don't know if this was done on a much smaller budget then the first movie, but it sure looks like it was.
