It is hard to look at this movie as a sequel, because there is always going to be the clout of "is it better than the first" "can it match the first" "is there ever a sequel as good as the first".
This movie is very funny, knows its audience, and had me laughing out loud through-out the entire movie, so, as a movie by itself, it is a great movie for the genre and will make you laugh. I can not compare it to the first movie, the first was a great movie that by no means "needed" a sequel, but to deprive me from seeing this film because I want to be a purist and protect that which I loved growing up, would have denied me the chance to see this film that was a great comedy.
This is a hilarious film, the premise is original and funny (the US-Canadian border being redrawn to engulf a small Canadian town into the new boundaries of Vermont, and the transition, and conflicts, that ensues), the jabs from an American point of view at French-Canadian culture and the rebutting point of view from Canadians of American stereotypes created great scenes and funny dialogue throughout the movie.
It had a good pace, was well edited, and didn't bring over many tropes from the previous movie, creating new bits that remained stuck in my head after leaving the theater. My only critique is the opening scene that through me for a huge loop at the beginning of the movie, just didn't expect it, and I could probably do without Thorny's "wet t-shirt" at the end, but great cameos, wonderful casting, good villain, and I will probably pay to watch it again.
I could definitely see another movie with these characters if the writing and comedy bits are just as creative, but it will be hard to top the originality of this movie.
