The story is interesting, sure, and the fact that it's based on a true story makes it even more interesting, yes. And yes, the focus is more on character-development, as it is a character-study, with the lead role played exceptionally well by Sean Penn, which makes it more interesting again.
It's well shot and adequately scripted. All these are fine points, BUT the problem is Martin Scorsese has already done a movie like this. Not just any movie, but quite possibly the greatest character-study movie ever made: 'Taxi Driver'.
TD is a far better movie than this, which doesn't really offer anything that Scorsese's masterpiece hasn't done already.
