Quite simply, The Bourne Legacy is an inferior film to the last three in every way. Jeremy Renner does a good acting job, but the movie is another tired example of a cash grab using the "This hero is even stronger" and the "this enemy is even badder" theme, complete with a tip of the iceberg metaphor from Ed Norton.
Throw in the concept that Renner's character is a supersoldier who uses "chems" aka steroids to be even stronger and you have a laughable plot bolstered by some admittedly neat action sequences.
