Great script and some excellent performances, with some of them (e.g. Steve Buscemi's) even exceptionally great. I guess, it works even more for western audiences, because they naturally take it to be exaggerated for the purposes of dark humor.
Whilst we, people from behind the Iron Curtain, know that it's not necessarily so (but still can appreciate a good laugh - after all, as Russians say, if you have to either weep or laugh, you laugh).
