To me it was a good idea but there wasn't any heart in it like the last two. It went in a similar direction as Rocky V(which to me was done better and is an underrated rocky sequel). The enemies are laughable and it's a big chore to sit through.
It also wanted to try repeating the formula of part one. This movie's really one big inconsistent load of shit.
