HOW have I gone all these years and not ever seen this before? It's a cute, very Rugrats-y story about what happened when Tommy's little brother Dil was born. It's actually never really occurred to me before that there was a pre-Dil time in Rugrats history, but there it is.
Some of the musical numbers seem a bit presumptuous, like they were put in mostly to fill time, but otherwise if you enjoy the TV version, you'll like what you see here too.
